This may mean proposing an assessment, identifying preparation needed first, or recommending no further work for now. If we proceed, we agree the scope, deliverables, fees, schedule, and responsibilities before work begins. 下一步可能是开展评估、先做好必要准备， 或暂不继续推进。如果决定合作， 双方会在启动前确认范围、交付内容、费用、 时间安排与职责。
